What does this MR do and why?
Migrates all buttons on abuse report items to Pajamas buttons.

How to set up and validate locally
- Login as admin
- Navigate to http://gdk.test:3000/admin/abuse_reports
All 3 buttons, plus the disabled state of Block user, have been migrated and can each be tested.
To test the disabled block user button, block a user then refresh the page, it should now be a disabled "Already blocked"
