Refactor CI config external mapper and processor tests

What does this MR do and why?

This is the first step of #382531 (closed). In this MR, I am just refactoring the tests of Gitlab::Ci::Config::External::Processor and Gitlab::Ci::Config::External::Mapper because it will be better to use real files in my next MRs.
