What does this MR do and why?

Background

A new downloader project has been created for Project-level Secure Files. This new downloader tool will resolve several issues users have been seeing and will provide better compatibility moving forward.

Current Change

This MR updates the docs for Project-level Secure Files to instruct users to use the new download location when configuring their projects. The legacy downloader tool will continue to be maintained so existing projects won't be affected.
