Disable VSCode IDE to Old specs

What does this MR do and why?

Issue: #371568 (closed) .

With the Alpha launch of the new Web IDE, it will be the default experience thus we need to disable the feature flag for these old specs that currently test the old IDE. We will be maintaining the old IDE specs until we deprecate them in favour of the new specs (that are still in the progress of being written as the new Web IDE develops).
