Serialize image attributes for content editor

What does this MR do and why?

When image width/height is specified, allow content editor maintain and serialize back to image attributes, such as {width="100%"}

How to set up and validate locally

  1. Go to wiki and create a new page

  3. Go to the Rich Text tab, you should see

  4. Click at the end of the image and enter plus some text
