Revert Disable Personal Access Tokens in FIPS mode

What does this MR do and why?

This reverts !97299 (merged) in the 15-5 stable release to re-enable existing personal tokens until the correct way to disable them via app settings is added in 15.7 and to address #384110. A similar revert is being 15.6
