Add first documentation for Terraform Images and `gitlab-terraform`

This MR adds a first version of the documentation for Terraform Images.

It's very basic at the moment and mostly contains reference tables to the supported commands and environment variables.

I'm sure we can iterate on this to make it more approachable and comprehensive.
