Introduce db-backup-patterns in CI rule

Resolves a gap in CI rule per #386602 (comment 1219365767), which causes this MR pipeline not running db:backup_and_restore single-db or rspec unit pg12 single-db jobs despite of having changes made to lib/backup/database
