GraphQL: Add CI jobs statistics types

This MR adds a couple of GraphQL types which will be used in #377963 (closed) to expose job queuing statistics.

Implementation overview

To avoid a huge MR at the end, I'm breaking up the work into several MRs to make reviews easier for everyone. The work is divided as follows:

3 Add :read_jobs_statistics to GlobalPolicy (!107747 - merged)

The test coverage for the 2 types added here will be added in an upcoming MR (!107694 (merged)) that leverages them.
