Add build tags to runner fleet seed

This MR updates the bundle exec rake "gitlab:seed:runner_fleet" task, so that CI jobs generated with it also include some of the runners' tags, for a more realistic output.

How to set up and validate locally
Numbered steps to set up and validate the change are strongly suggested.
- Run bundle exec rake "gitlab:seed:runner_fleet"
- Open http://gdk.test:3000/admin/runners?runner_type[]=INSTANCE_TYPE
- Click on first runner that has CI jobs
- Switch to runner jobs tag and inspect tags
