What does this MR do and why?

This MR updates the Create a GitLab upgrade plan page to add a recording of Brie and Harish discussing what goes into planning an upgrade. This MR is being created as part of an effort to help improve the information available to customers planning GitLab upgrades. Ultimately, this should help to prevent some upgrade-related emergencies and increase the likelihood of smooth upgrade experiences.
