Add sections definition for Gitlab for Slack app

What does this MR do and why?

This is behind the feature flag integration_slack_app_notifications. There are no changes to existing UI.

"Inspired" by !104919 (closed). Adds 2 sections to the new GitLab for Slack app and assigns the appropriate fields to each section.
