Update license scanner for PipelineController

What does this MR do and why?

The backend needs to be changed so that the Licenses tab of the Pipeline page uses the License Scanning Service.

This is the implementation of #378087 (closed)

In !105545 (merged) we took a wrong turn with the implementation, so this MR fixes is and removed now unused code.

No need for the changelog as this isn't user faced change.
