Describe in detail what your merge request does and why.

The footnote describing guest ability to download/pull repository code was vague when describing GitLab.com behavior. There is a link out to GitLab.com visibility setting documentation but it was not clear how that applied to the guest role. This note retains the link but explicitly says guest users can only pull public projects because internal visibility is restricted.

This came about based on a customer question that came through solutions architects.
