Remove unnecessary calling of `allow_cross_slot_command`

What does this MR do and why?

This MR cleans up Elastic::IndexingControlService to call allow_cross_slot_commands only when it is actually needed. Other usage of redis in the same file like exists?, zcard, zadd are single key commands which does not cause cross-slot errors.
