Remove Code-quality counter badge when report is not loaded

It removes the Code-quality indicator from the pipeline tabs when the report has not been loaded yet.

How to set up and validate locally

1. clone this project to your GDK https://gitlab.com/jannik_lehmann/code-quality-test
2. run pipeline on default branch
3. go to pipeline page (/-/pipelines/PIPELINE_ID)
