What does this MR do and why?

Describe in detail what your merge request does and why.

Support on_update in postgres_foreign_keys view. This will be necessary as ci partitioning is planning to use on update foreign keys.

This new information will be used to redefine foreign keys without losing their on_update information as part of the partitioning process.
