Default enable jira_connect_oauth_self_managed

What does this MR do and why?

It defaults enables the jira_connect_oauth_self_managed feature. The feature is enabled on GitLab.com for two weeks. It is to be used on GitLab.com only and should have no effect on self-managed instances.

I want to default_enable it instead of removing it because we had to fix a problem with the feature already, and I want to make sure there is a way to disable it in case of more unexpected problems.
