This is split from rspec migration pg12

We run them in additionally when there are backend changes

Fast are the new jobs?

I think this is sort of balanced:

• rspec background_migration pg12 1/4 27 minutes
• rspec migration pg12 1/8 31 minutes
• rspec-ee background_migration pg12 1/2 14 minutes
• rspec-ee migration pg12 1/2 14 minutes
