Rename `js-flash-alert` to `js-error-alert`

What does this MR do and why?

We rename js-flash-alert to js-error-alert because we are trying to reserve the word flash for alert messages created by the Rails framework.

The name is more accurate because it is used to display errors, in contrast to warning, tips, etc.
