Add help text to `Restricted visibility levels` checkboxes

In Admin area -> Settings -> General -> Visibility and access controls there is a setting called Restricted visibility levels that causes a lot of confusion. This MR tries to clear up that confusion by adding help text to each checkbox option and updating the docs.
