Remove FE logic for the `jira_connect_oauth_self_managed` FF

What does this MR do and why?

In the !109674 (merged), we removed the jira_connect_oauth_self_managed feature flag. We have to remove the frontend check in order to have fully functional Gitlab for Jira App.
