What does this MR do and why?

It adds snowplow tracking event for changing the sort of the seats usage page.

How to set up and validate locally

• Install Snowplow Debugger
• Login as root and navigate to /admin area
• From left side bar navigate to Settings > General
• In the main page scroll down to find "Snowplow" section
• Tick "Enable Snowplow tracking" checkbox
• Save the settings
• Navigate to a group where you have maintainer+ role
• From left sidebar navigate to Settings > Usage Quotas
• Open devtools and navigate to the Snowplow Debugger tab
• Try changing the sorting of the seats page and observe the events showing in devtools
