What does this MR do and why?

This MR updates the guidance on scheduling security scans. We have determined using a scheduled pipeline is not the best guidance for running recurring security scans as it will schedule the entire pipeline, potentially including jobs to deploy to production. Instead, we can used scan execution policies on a scheduled cadence to refresh vulnerabilities regularly.
