Remove omniauth-authentiq gem

What does this MR do and why?

The company behind Authentiq has been shut down, and their services are unavailable. This MR removes the omniauth-authentiq gem.

Since the service has been unavailable for a while, I don't think it needs to go through the deprecation cycle.

Related to #389452 (closed).
