Remove copy code button on suggestions
What does this MR do and why?
Removes the copy code button from suggestions. There is little value in copying suggestions because of the remove & added lines it wouldn't be clear what is being copied. It also fixes a bug where the button would be placed outside of the code and above the actions dropdown toggle.
