What does this MR do and why?

This change enables the feature flag improved_spread_parallel_import by default. The feature flag has already been enabled on Gitlab.com

The feature flag enables a new method for spreading jobs in GitHub Import which handles Sidekiq restarts and prevents missing imported records.
