Cleanup MultiStore FF used by RepositoryCache

What does this MR do and why?

After the rollout of the new redis-repository-cache has finished in gitlab-com/gl-infra/production#8309 (closed) and as part of FF cleanup, this MR looks to clean up the use of MultiStore and its feature flags.
