Enabling FF automatic_lock_writes_on_table by default

What does this MR do and why?

The Feature Flag automatic_lock_writes_on_table has been enabled on GSTG and GPRD already. This MR is to enable it for every other environment to automatically lock writes on legacy tables in and decomposed database setup
