Upgrade carrierwave to 1.3.3

What does this MR do and why?

In #383225 (closed), we submitted an upstream PR to include Ruby 3 in their CI. This is to ensure upstream validation that the gem works with Ruby 3.

With the release of 1.3.3, we want to upgrade our application to use the new version.
