Doc fix: create personal access token scopes as strings

What does this MR do and why?

Token scopes are stored as string in the DB. Documentation should not suggest to create them as symbols. This caused the failure of BackfillAdminModeScopeForPersonalAccessTokens background migration reported in #388935 (closed).
