Add finalization migration for emails_enabled

What does this MR do and why?

This MR finalizes the batched migration for the emails_enabled column creation and data migration which was introduced in !93005 (merged).

This makes progress toward a part of #24733 (closed), which will end with the email settings UI being transitioned to reflect the "positive" connotation of the email setting.
