Change IssuableBaseService to inherit from BaseContainerService

What does this MR do and why?

This MR end the rename project argument to container in issues related services.

This removes some of the overriding initialize methods and changes the IssuableBaseService to inherit from BaseContainerService

Also changes are added to ::BaseContainerService to handle both group and project containers.
