Update webauthn gem to v3.0

What does this MR do and why?

This will add support for Ruby 3.2 since the openssl v3 gem can be used.

How to set up and validate locally

  1. Log in with a WebAuthn device (if configured already).
  2. Go to -/profile/account => Manage two factor authentcation.
  3. Register a new WebAuthn device.
  4. Log out.
  5. Re-login.
