Remove language saying public projects are discounted

What does this MR do and why?

In reading through the ~"CI minutes" docs, I noticed that we still reference public projects as consuming minutes slower via the cost factor. For context, we made public and private projects consume the same amount in #337245 (closed).

Discounts are offered for only some public projects that meet certain criteria.
