Enable CI hooks:pre_get_sources_script syntax

This MR enables the CI hooks:pre_get_sources_script syntax by removing the feature flag ci_hooks_pre_get_sources_script.
It's been already enabled on SaaS (#381840 (comment 1282696994)).
