Sync Security Policies only for project with updated protected branches

What does this MR do and why?

This MR changes how we perform Scan Result Policies synchronization after updating protected branches. After this change we will run synchronization only for project with created/deleted protected branches, previously we were running this for all projects related to given Security Policy Project.
