Delete clusters applications helm

Why

We are removing the remaining Clusters::Applications code. It is no longer used. See Clusters::Applications models removal (#388696 - closed)

What

This merge request removes Clusters::Applications::Helm code.

It also removes the helm code found in lib/gitlab/kubernetes/helm/ and its related specs. This was brought up in this comment during review.

I thought it made sense to go ahead and add the helm related removal to this MR.
