Improve visibility of SAST Analyzers banner

What does this MR do and why?

This change improves the visibility of SAST Analyzers banner by:

  1. moving the alert message to the top of the accordion's content area.
  2. displaying the alert message within the accordion content by default. Previously it was shown only after an analyzer has been disabled.

  1. Visit SAST configuration page in Security & Compliance http://gdk.test:3000/flightjs/Flight/-/security/configuration/sast
  2. Expand the SAST Analyzers section
