VSA - Clarify work in progress is excluded

What does this MR do and why?

Based on the proposal in #326920 (closed), this MR:

  • decrease the margins between items in the popover according to the specs in Figma 🖌
  • add copy that explains that only completed items are included
  • change the copy for the start event to Issue first associated with a milestone or first added to a board (only affects the default plan stage)

How to set up and validate locally

  1. For group VSA you will need an GitLab Ultimate license
  2. Navigate to project VSA and hover over any stage in the path navigation
  3. Navigate to group VSA and hover over any stage in the path navigation
