Refactor CI partitioning strategy

What does this MR do and why?

It hides the implementation details for handling partitions under a single module, making it easier to manage future partitioned models.

I was working on adding docs for creating partitioned models from the start and this will simplify the steps required.

Numbered steps to set up and validate the change are strongly suggested.
