Move FLOW_AUTHENTICATE, FLOW_REGISTER to constants

What does this MR do and why?

As suggested in !111659 (comment 1280402886), we are moving FLOW_AUTHENTICATE and FLOW_REGISTER to constants.js.

In addition, we replace all the strings by these constants.
