What does this MR do and why?

The idea: Check plain strings which appear in locale/gitlab.pot.

To support !74391.

  • Add specs
  • Add code docs
  • Decide which severity should be used
  • Decide whether the cop would be disabled by default and only be used to autocorrect non-externalized specs
