Ignore package metadata db directory

What does this MR do and why?

This MR adds the /vendor/package_metadata_db/ directory to the .gitignore file which prevents checking in any files to the repository. This directory is meant to be used only by offline instances of GitLab who are importing a local copy of GitLabs license-db exports.

  1. Add file(s) to directory.

    # Run from root of repository
mkdir -p vendor/package_metadata_db/
touch vendor/package_metadata_db/test.txt

  2. Verify that the files do not appear when running git status
