What does this MR do and why?

This MR revamp the blueprint for Viewing and manage resources deployed to Kuberenetes. Mainly, it aims to clarify:

  • How to define Environment-Agent relationship.
  • How to control the access.
  • How to align GitLab RBAC and Kubernetes RBAC.
