Process SBOM components that lack type, name, or version

What does this MR do and why?

This MR fixes a bug where the LicenseScanning::SbomScanner throws the following error when a SBOM component has no name, no version, or no PURL type.

TypeError: no implicit conversion of nil into String

This might happen if users use a CycloneDX SBOM generator that don't produce all needed details (realistically, this mostly happens with purl_type).
