What does this MR do and why?

Make switching between the content editor and markdown editor seamless. The toolbars are now aligned, both have a Write tab and a bottom bar.

How to set up and validate locally

Issue editing using content editor is behind a feature flag content_editor_on_issues

  • For wikis: Open an existing wiki page and edit it to show the editor
  • For issues: Open an existing issue and edit it to show the editor
