What does this MR do and why?

Move the Vulnerability Reports Comparer to the EE folder to simplify spec resolution.

Moving these files made the rubocop todo matcher cease to match. Rather than just kick the can down the road I resolved what was reasonable to resolve now.

#396338 (closed) was created to account for the untested lines in the comparer already present in master.
