This current MR is a post-deploy migration to update the application setting based on the value of soft_email_confirmation in FeatureGates, it's the second step here: #371638 (comment 1311996783)

This approach is suggested here: !107302 (comment 1286005956), during the process of converting soft_email_confirmation FF to an application setting.
