Tweak the wording in the UI to be tier agnostic.

How to set up and validate locally

  1. Visit a group that doesn't have any VSA data
  2. Create a new value stream with some title (leave everything default)
  3. On the resulting screen, see the message.

On master branch, it says "If you have recently upgraded to GitLab Premium, it can take up to 30 minutes for data to collect and display."

On this branch, it says "If you have recently upgraded your GitLab license from a tier without this feature, it can take up to 30 minutes for data to collect and display."
